IRA Will not give funds

I have been trying to cash in an IRA for 4 months. The branch office manager in MI was helpful and friendly, however had to make three trips to branch office, Was told should have money by end of December 2014. It is Feb 11, 2015 and still do not have money, have completed loads of forms and still no money. They will not answer phone and leave you on hold for at least 20 minutes. This is the most horrific experience I have had with a bank ever, I am going to get an attorney to get my money from them.
